If I was preparing a research paper, I'd pick a recipient country and tell them:
'We're doing a research study to determine the impact on the children in your country due to lack of USAid funding.
USAid data shows that you received one billion dollars from USAid during the 24 month period ended 09/30/23.
We need access to all of your bank records to verify that none of that one billion dollars was siphoned off before it reached you. Then we'll classify the money you spent to feed the children into sections like actual cost of food, distribution, overhead, bribes, etc.
Okay?'
That's what I would do.
The PhDs who wrote this report assumed that the data supplied by USAid was accurate and that 100% of those funds were spent on food programs.
They assume a high level of stupidity in those using this report. In your case, they did not underestimate.

Quand je disais au début de la guerre que l’Ukraine était vue par les USA comme un État américain, j’ai récolté mon lot d’insultes et de menaces. Pourtant, USAID travaille en Ukraine depuis 1992, après l’effondrement de l’URSS, et depuis 2022 l’Ukraine est devenue le plus grand bénéficiaire mondial de l’aide USAID.
USAID a géré environ 30,7 milliards de dollars (2022-2024) pour le budget de l’État ukrainien, principalement via des fonds fiduciaires de la Banque mondiale (comme le fonds PEACE pour les salaires des fonctionnaires, enseignants, soignants, pensions et aide aux déplacés internes).
Au total, l’aide américaine à l’Ukraine (tous secteurs confondus, incluant le militaire) dépasse les 127 milliards de dollars directement au pays (estimations Kiel Institute), dans un ensemble plus large de 188 milliards de dollars liés à la guerre.
Sous l’administration Trump, USAID a toutefois connu une réorganisation majeure (via DOGE et le transfert vers le Département d’État en juillet 2025). De nombreux programmes ont été annulés ou réduits (plus de 83 % dans certains cas) et des projets en cours ont été transférés ou interrompus.
